Netanyahu Is at the White House. The Agenda Is 'Winning.' The Friction Is Lebanon.

Netanyahu arrived at the White House on July 28 at Trump's invitation. The official framing from the Israeli Prime Minister's office: the two leaders would discuss "how to use our strong alliance to win the war and build lasting peace." A spokesperson said it would be difficult to find another alliance that "meets so often and achieves so much in such a short time."

The language is confident. The underlying situation is not.

The US-Israel joint campaign against Iran launched on February 28, with the declared objective of regime change in Tehran. Five months in, that objective has not been achieved. Iran has rejected a ceasefire proposal. Trump has threatened an attack larger than Operation Glorious Fury. And the two leaders heading into the Oval Office today have, by multiple accounts, clashed more than once over the path to ending this war.

The Lebanon Problem

The most specific reported source of friction: Iran has conditioned any end-of-war deal on a ceasefire in Lebanon. Israel has been uncooperative with that condition.

Lebanon is not incidental to Iran's war-termination calculus — it is the Hezbollah question. An Iran-US ceasefire that does not address Hezbollah's position in Lebanon leaves Iran's primary non-state proxy intact and, from Israel's perspective, unresolved. From Iran's perspective, surrendering Hezbollah's gains as a ceasefire condition is politically impossible.

The gap between those positions is not a drafting problem. It is a structural incompatibility. And it has put Trump and Netanyahu in different postures: Trump needs a deal — or a decisive military outcome — before November midterms. Netanyahu has no equivalent domestic deadline pressing him toward terms Israel finds unacceptable on Lebanon.

The summit's official frame — "winning the war and building lasting peace" — papers over the core tension: Trump and Netanyahu disagree on what acceptable war termination looks like. Trump needs an outcome; Netanyahu needs it to be the right outcome. The Lebanon ceasefire condition is the specific place where those interests diverge. Whether today's meeting produces alignment or reveals the depth of the gap is the market-relevant result.

The Zelensky Connection That Didn't Happen

Netanyahu and Ukrainian President Zelensky were both in Washington. Israeli media reported that the two leaders sought to meet but the meeting did not take place.

The failed Zelensky-Netanyahu encounter is geopolitically notable. Ukraine recently attacked an Iranian merchant vessel in the Caspian Sea — a strike that drew a sharp Iranian response. Ukraine's Caspian attack is consistent with a strategy of pressuring Iran on multiple fronts while Russia-Iran arms supply lines are in the background; it is also consistent with Ukraine seeking to prove its operational reach to US and Israeli partners.

The Netanyahu-Zelensky meeting not happening — despite both being present in Washington — suggests either scheduling friction or a deliberate choice by one or both parties not to be seen together publicly. In a summit week where every bilateral signal is parsed, the absence of that meeting is itself a signal.

What "Winning" Requires from Here

The joint statement language about "winning the war" is forward-looking in a way that implicitly acknowledges the war is not won. Five months of strikes — including the expansion to Tehran, the Fordow threat, and the now-rejected ceasefire approach — have not produced regime change or a defined political settlement.

For the Trump-Netanyahu summit to produce meaningful alignment, it needs to resolve or defer the Lebanon question, establish a shared definition of success, and coordinate on the military escalation Trump has signaled. The "bigger than Glorious Fury" operation Trump referenced on July 24 likely requires Israeli participation. That participation has a price — and Lebanon is part of it.
