Trump opened the White House state arrival ceremony for Xi Jinping on September 24 by naming three topics for the talks: security, technology, and “super intelligence.”
“We will discuss urgent issues related to security, technology, and super intelligence,” he said. “The decisions we make in these areas today can promote peace and prosperity for decades.”
“Super intelligence” is Trump’s own term for AI. He did not present it as a race to win. He presented it as a subject for the two governments to decide together.
What Changed in Two Weeks
The phrasing matters because of what Trump said about the same subject this month.
- September 10: Asked whether AI could destroy humanity, he said he was “not worried at all” — his only concern was losing the race to China, where he claims a one-year lead.
- September 14: He called the AI-safety movement a “disgusting conspiracy,” warned “traitors” to be careful, and cited his “criminal and regulatory power” over AI companies.
- September 19: He announced an “AI Force” modeled on the Space Force — a military structure for a risk he had called a scam.
- September 24: Superintelligence is a “security” issue urgent enough to raise with Xi, with decisions that could shape “peace” for decades.
The race frame treats China as the opponent AI must beat. The frame Trump used today treats China as a partner in managing AI. Those two frames lead to very different export-control policies.
The word “security” is the tell. Trump did not list superintelligence under trade or technology — he paired it with security and peace. That is the vocabulary of arms control, not competition. If the talks produce any joint AI language — a dialogue channel, a statement on military AI, a shared “risk” framing — it would be the first time this administration accepted that the AI race with China needs guardrails agreed with China. It would also sit awkwardly beside everything Trump said about AI safety this month. Markets should read the outcome through chips: a cooperative AI frame gives Beijing an argument that export controls on advanced semiconductors contradict what the leaders agreed. That is exactly the argument Xi’s arrival statement set up the day before.
The Rest of the Speech: Trade and Friendship
Trump’s examples of progress were about trade. He said he and Xi had made “tremendous progress” working together on the problems the two countries face. He pointed to the US-China trade council the two agreed to create during his Beijing visit in May.
The two countries, he said, have been working toward “a more balanced trading relationship,” including “new market access for American farmers and ranchers.” That line is aimed at a domestic audience six weeks before the midterms. Farm-state voters bore the cost of Chinese retaliation in the last trade war, and agricultural purchases have been one of Trump’s standing asks of Beijing.
He also spent part of the speech on the personal relationship. Since his first election win in 2016, he said, he and Xi have built “a truly great friendship,” spending time together “all over the world” — Germany, Argentina, Japan, Korea, Beijing, and Palm Beach.
The 250th Anniversary Stop
Trump noted that Xi and Peng Liyuan are visiting in the year of America’s 250th anniversary. On September 25, he said, he will take Xi to the National Archives to view the Declaration of Independence, the Constitution, and the Bill of Rights — “the greatest treasures of our proud history.”
The stop is symbolic in a way that cuts both directions. It gives Xi a photo with the founding documents of the country he calls an equal. It also puts the leader of a one-party state in front of the Bill of Rights, six days after the White House barred CNN and Politico from its briefing room.
The Skeptical Read
None of this is a deliverable yet. A ceremony speech lists topics; it does not announce outcomes. Trump has named ambitious agendas at summits before, and the realistic output of this visit, as this site noted ahead of the arrival, is a trade-truce extension shaped by the Treasury, not an AI framework. “Super intelligence” may be one more rebrand in a speech built for the cameras. The test is whether the word appears in either government’s readout.
The ceremony speech is modestly positive for the base case: Trump framed the relationship around cooperation, named a standing trade council, and promised farm market access — consistent with a truce extension rather than a rupture. The new variable is AI. A joint AI or superintelligence statement would be the most market-relevant surprise of the visit. It could lift sentiment for AI-exposed names on reduced escalation risk. It would also raise the odds that chip export controls soften, which cuts both ways for US semiconductor makers: more China revenue, less protected lead. If the readouts are silent on AI, treat today’s line as rhetoric and fall back to the trade-truce base case. Watch the Chinese readout for “security” and “governance” language. Watch the US readout for any mention of export controls.
